get_iplayer 3.04 released

This is a bug-fix release:

(Just a quick note to say that since 3.03.0 release, bundled ffmpeg.exe
32bit has been upgraded from v3.2.4 to 3.3.0).

Windows XP/Vista users ARE NOT OFFICIALLY SUPPORTED
by the maintainer (but you might find the following post
http://lists.infradead.org/pipermail/get_iplayer/2017-May/010711.html
of value...)

Non-Windows users know best how to upgrade
(either manually if in a hurry or wait for the appropriate
PPAs to be updated by their maintainers).

... Just a small correction there,
FFmpeg.exe was in fact updated to v3.3.3.
Apologies for the initial error on my part.
